For Indian professionals targeting Canada Permanent Residency through Express Entry, the choice often comes down to two tests: IELTS General Training and CELPIP General. Both convert to the Canadian Language Benchmark (CLB) system and are equally accepted by Immigration, Refugees and Citizenship Canada (IRCC). However, they differ in format, scoring approach, availability, and the type of English they test. This guide provides an in-depth comparison to help you choose the test that will earn you the highest CLB and, consequently, the most CRS points for your Express Entry profile.

Test Format Comparison
IELTS General Training has four separately administered sections: Listening (30 min, 4 recordings, 40 questions), Reading (60 min, 3 sections with everyday/workplace texts, 40 questions), Writing (60 min, Task 1 letter + Task 2 essay), and Speaking (11–14 min face-to-face interview). On Computer-Delivered IELTS, the first three sections are completed on a computer, but Speaking is always conducted face-to-face with a human examiner.
CELPIP General is entirely computer-based with no human interaction during the test. Its four sections are: Listening (47–55 min, 7 parts with multiple-choice and fill-in responses), Reading (55–60 min, 4 parts), Writing (53–60 min, 2 tasks: email and survey response), and Speaking (15–20 min, 8 tasks recorded via microphone). A notable difference is that CELPIP uses Canadian English exclusively — all accents, contexts, and vocabulary are Canadian. IELTS uses a mix of British, Australian, Canadian, and other accents. For Indian students accustomed to one accent type, this difference matters.

CLB Conversion — IELTS GT vs CELPIP
Both tests convert to the same CLB scale used by IRCC for CRS calculations. The conversion tables are set by IRCC and published on canada.ca. Here is a side-by-side CLB mapping for the most important levels (CLB 7–10):
← Swipe left to see more columns →
| CLB Level | IELTS GT (L / R / W / S) | CELPIP (L / R / W / S) | CRS Points (No Spouse) |
|---|---|---|---|
| CLB 10+ | 8.5+ / 8.0+ / 7.5+ / 7.5+ | 10+ / 10+ / 10+ / 10+ | 136 (34 per skill) |
| CLB 9 | 8.0 / 7.0 / 7.0 / 7.0 | 9 / 9 / 9 / 9 | 124 (31 per skill) |
| CLB 8 | 7.5 / 6.5 / 6.5 / 6.5 | 8 / 8 / 8 / 8 | 92 (23 per skill) |
| CLB 7 | 6.0 / 6.0 / 6.0 / 6.0 | 7 / 7 / 7 / 7 | 68 (17 per skill) |
| CLB 6 | 5.5 / 5.0 / 5.5 / 5.5 | 6 / 6 / 6 / 6 | 36 (9 per skill) |
| CLB 5 | 5.0 / 4.0 / 5.0 / 5.0 | 5 / 5 / 5 / 5 | 24 (6 per skill) |
Notice that the IELTS-to-CLB conversion has asymmetric requirements across skills (e.g., CLB 9 needs IELTS L: 8.0 but R: 7.0), while CELPIP-to-CLB is symmetric (e.g., CLB 9 needs CELPIP 9 in every skill). This means that if you are strong in Listening but weaker in Reading/Writing, IELTS's asymmetric mapping might help you reach a higher CLB. Conversely, CELPIP's uniform mapping rewards well-rounded English ability. For the full CRS impact of each CLB level, see our Canada PR IELTS guide.
Which Is Easier for Indian Students?
Based on EEC's experience coaching students for both tests, here are the key patterns: Speaking is the biggest differentiator. IELTS Speaking's live conversation format favors students who are articulate and think on their feet — the examiner can rephrase questions, and there is a natural conversational flow. CELPIP Speaking requires recording 8 separate responses into a computer microphone with strict time limits, which feels more mechanical but avoids examiner anxiety. Indian students who are strong speakers generally score higher on IELTS; those who struggle with live conversation may find CELPIP's recorded format less intimidating.
For Writing, IELTS GT requires a letter (Task 1) and essay (Task 2), both human-evaluated. CELPIP requires an email (Task 1) and a survey response (Task 2), computer-evaluated. The email format in CELPIP feels more contemporary and practical, while IELTS letters can feel formal and old-fashioned. For Reading, CELPIP passages are exclusively Canadian in context, which can be unfamiliar to India-based candidates but familiar to those already in Canada. IELTS GT Reading uses international contexts. For Listening, CELPIP uses only Canadian accents while IELTS uses multiple accents — if you have been in Canada, CELPIP Listening may feel easier.
Warning
Test Availability in India
IELTS is available at hundreds of test centers across India, with Computer-Delivered IELTS offering multiple test dates per week in most major cities. IDP is the sole IELTS distributor in India. CELPIP availability in India has expanded significantly in recent years but remains more limited than IELTS. CELPIP test centers are available in Delhi, Mumbai, Ahmedabad, Hyderabad, Bangalore, Chennai, and a few other cities, with test dates typically available 1–4 times per month. Preparation resources for CELPIP are also less abundant than IELTS — fewer books, fewer online courses, and fewer coaching institutes offer CELPIP training.
Good News
How to Choose for Canada PR
Choose IELTS GT if: You want global flexibility (IELTS works for Canada, UK, Australia, NZ), you prefer speaking to a human examiner, you want more test dates and center availability, you benefit from IELTS's asymmetric CLB mapping (strong Listening can compensate), or you want access to One Skill Retake (OSR). Choose CELPIP if: You are 100% committed to Canada only, you prefer computer-based speaking with no human interaction, you are already in Canada or familiar with Canadian English, or you perform better on uniform-difficulty tests.
