For Indian professionals targeting Canada Permanent Residency through Express Entry, the choice often comes down to two tests: IELTS General Training and CELPIP General. Both convert to the Canadian Language Benchmark (CLB) system and are equally accepted by Immigration, Refugees and Citizenship Canada (IRCC). However, they differ in format, scoring approach, availability, and the type of English they test. This guide provides an in-depth comparison to help you choose the test that will earn you the highest CLB and, consequently, the most CRS points for your Express Entry profile.

EEC offers coaching for both IELTS and CELPIP at \u20b97,500 each + FREE Canada PR counseling. Take a free diagnostic to find your stronger test. Call +91 8758883889.

Test Format Comparison

IELTS General Training has four separately administered sections: Listening (30 min, 4 recordings, 40 questions), Reading (60 min, 3 sections with everyday/workplace texts, 40 questions), Writing (60 min, Task 1 letter + Task 2 essay), and Speaking (11–14 min face-to-face interview). On Computer-Delivered IELTS, the first three sections are completed on a computer, but Speaking is always conducted face-to-face with a human examiner.

CELPIP General is entirely computer-based with no human interaction during the test. Its four sections are: Listening (47–55 min, 7 parts with multiple-choice and fill-in responses), Reading (55–60 min, 4 parts), Writing (53–60 min, 2 tasks: email and survey response), and Speaking (15–20 min, 8 tasks recorded via microphone). A notable difference is that CELPIP uses Canadian English exclusively — all accents, contexts, and vocabulary are Canadian. IELTS uses a mix of British, Australian, Canadian, and other accents. For Indian students accustomed to one accent type, this difference matters.

Pro Tip

Accent Factor: CELPIP's exclusive use of Canadian English can be an advantage if you are already in Canada or heavily exposed to Canadian media. However, if you have primarily learned British or American English (as most Indian students have), IELTS's multi-accent approach may feel more familiar. CELPIP Speaking tasks are shorter (60–90 seconds each) but there are 8 of them, while IELTS Speaking has just 3 parts with more flexible time limits and a conversational flow.

“IELTS is not a test of intelligence — it is a test of English communication skill. With the right preparation, every Indian student can achieve their target band.”

CLB Conversion — IELTS GT vs CELPIP

Both tests convert to the same CLB scale used by IRCC for CRS calculations. The conversion tables are set by IRCC and published on canada.ca. Here is a side-by-side CLB mapping for the most important levels (CLB 7–10):

← Swipe left to see more columns →

CLB Conversion \u2014 IELTS GT vs CELPIP General (Source: canada.ca)
CLB LevelIELTS GT (L / R / W / S)CELPIP (L / R / W / S)CRS Points (No Spouse)
CLB 10+8.5+ / 8.0+ / 7.5+ / 7.5+10+ / 10+ / 10+ / 10+136 (34 per skill)
CLB 98.0 / 7.0 / 7.0 / 7.09 / 9 / 9 / 9124 (31 per skill)
CLB 87.5 / 6.5 / 6.5 / 6.58 / 8 / 8 / 892 (23 per skill)
CLB 76.0 / 6.0 / 6.0 / 6.07 / 7 / 7 / 768 (17 per skill)
CLB 65.5 / 5.0 / 5.5 / 5.56 / 6 / 6 / 636 (9 per skill)
CLB 55.0 / 4.0 / 5.0 / 5.05 / 5 / 5 / 524 (6 per skill)

Notice that the IELTS-to-CLB conversion has asymmetric requirements across skills (e.g., CLB 9 needs IELTS L: 8.0 but R: 7.0), while CELPIP-to-CLB is symmetric (e.g., CLB 9 needs CELPIP 9 in every skill). This means that if you are strong in Listening but weaker in Reading/Writing, IELTS's asymmetric mapping might help you reach a higher CLB. Conversely, CELPIP's uniform mapping rewards well-rounded English ability. For the full CRS impact of each CLB level, see our Canada PR IELTS guide.

Which Is Easier for Indian Students?

Based on EEC's experience coaching students for both tests, here are the key patterns: Speaking is the biggest differentiator. IELTS Speaking's live conversation format favors students who are articulate and think on their feet — the examiner can rephrase questions, and there is a natural conversational flow. CELPIP Speaking requires recording 8 separate responses into a computer microphone with strict time limits, which feels more mechanical but avoids examiner anxiety. Indian students who are strong speakers generally score higher on IELTS; those who struggle with live conversation may find CELPIP's recorded format less intimidating.

For Writing, IELTS GT requires a letter (Task 1) and essay (Task 2), both human-evaluated. CELPIP requires an email (Task 1) and a survey response (Task 2), computer-evaluated. The email format in CELPIP feels more contemporary and practical, while IELTS letters can feel formal and old-fashioned. For Reading, CELPIP passages are exclusively Canadian in context, which can be unfamiliar to India-based candidates but familiar to those already in Canada. IELTS GT Reading uses international contexts. For Listening, CELPIP uses only Canadian accents while IELTS uses multiple accents — if you have been in Canada, CELPIP Listening may feel easier.

Warning

Canada-Only Limitation: A critical strategic consideration: CELPIP is accepted only in Canada. If there is any chance you might apply to universities or immigration programs in the UK, Australia, New Zealand, or other countries, an IELTS score gives you that flexibility. CELPIP locks you into the Canada-only pathway. If you are 100% committed to Canada PR, CELPIP is a viable option. Otherwise, IELTS is the safer investment.

Test Availability in India

IELTS is available at hundreds of test centers across India, with Computer-Delivered IELTS offering multiple test dates per week in most major cities. IDP is the sole IELTS distributor in India. CELPIP availability in India has expanded significantly in recent years but remains more limited than IELTS. CELPIP test centers are available in Delhi, Mumbai, Ahmedabad, Hyderabad, Bangalore, Chennai, and a few other cities, with test dates typically available 1–4 times per month. Preparation resources for CELPIP are also less abundant than IELTS — fewer books, fewer online courses, and fewer coaching institutes offer CELPIP training.

Good News

EEC Offers CELPIP Coaching! While many coaching institutes focus exclusively on IELTS, EEC provides CELPIP General coaching alongside IELTS. If you take our free diagnostic and discover that your speaking style is better suited to the recorded CELPIP format, EEC can prepare you for it. Our CELPIP course includes all 4 sections, practice tests in the CELPIP format, and recording-based speaking practice.

How to Choose for Canada PR

Choose IELTS GT if: You want global flexibility (IELTS works for Canada, UK, Australia, NZ), you prefer speaking to a human examiner, you want more test dates and center availability, you benefit from IELTS's asymmetric CLB mapping (strong Listening can compensate), or you want access to One Skill Retake (OSR). Choose CELPIP if: You are 100% committed to Canada only, you prefer computer-based speaking with no human interaction, you are already in Canada or familiar with Canadian English, or you perform better on uniform-difficulty tests.

Frequently Asked Questions

CELPIP (Canadian English Language Proficiency Index Program) is a Canadian English test accepted for Canada PR, citizenship, and professional designation. It is fully computer-based with AI-evaluated speaking. It is Canada-specific — not accepted in other countries.
Many find CELPIP speaking easier because it is recorded (no face-to-face examiner) and uses Canadian English accents. IELTS Reading (GT) may be easier due to more straightforward texts. Overall difficulty is similar — choose based on your strengths.
Studies suggest students often achieve the same CLB level in both tests. Some report marginally higher speaking scores in CELPIP due to the no-examiner format. However, this varies by individual. EEC offers diagnostic assessments for both.
CELPIP availability in India has expanded in recent years. Test centers exist in major Indian cities including Delhi, Mumbai, Bangalore, Hyderabad, and Ahmedabad. However, availability is still less than IELTS. Check celpip.ca for current Indian test centers.
No, CELPIP is accepted only for Canadian purposes: Express Entry PR, Canadian citizenship, and some provincial professional designations. If you might apply to other countries (UK, Australia, NZ), take IELTS instead — it covers multiple destinations with one score.
CELPIP scores map directly to CLB levels: CELPIP 7 = CLB 7, CELPIP 8 = CLB 8, CELPIP 9 = CLB 9, CELPIP 10+ = CLB 10+. This is simpler than IELTS-to-CLB conversion, which requires a section-by-section table.
CELPIP General costs approximately CAD $280-310 (₹17,000-19,000 depending on exchange rate). IELTS GT costs ₹16,250 in India. IELTS is slightly cheaper and more widely available.
Yes, there is no restriction. Some students take IELTS first and CELPIP as a backup (or vice versa). You can submit either score for Express Entry — use whichever gives a higher CLB.
CELPIP results are available in 4-5 business days. IELTS computer: 3-5 days. IELTS paper: 13 days. CELPIP and IELTS computer are comparable in result speed.
Yes, EEC offers CELPIP coaching alongside IELTS coaching. Our Canada specialists can recommend the best test based on your strengths. Both courses are ₹7,500 and include mock tests and personalized feedback.
