Canada's Express Entry system manages three federal economic immigration programs, all of which require proof of English (or French) language proficiency. IELTS General Training is the most widely used English test for Canadian immigration — your scores are converted to Canadian Language Benchmark (CLB) levels, which directly determine your CRS (Comprehensive Ranking System) points. The three Express Entry programs are: Federal Skilled Worker Program (FSWP) for skilled workers outside Canada, Canadian Experience Class (CEC) for those with Canadian work experience, and Federal Skilled Trades Program (FSTP) for trade workers. Additionally, Provincial Nominee Programs (PNPs) and the Post-Graduation Work Permit (PGWP) pathway have their own language requirements.
A critical distinction: for immigration purposes, Canada accepts IELTS General Training only — IELTS Academic scores cannot be converted to CLB for Express Entry or PNP applications. If you hold an Academic score from a university application, you will need to retake IELTS in the GT format for immigration. However, the PGWP pathway accepts both Academic and GT. The alternative English tests accepted by IRCC are CELPIP General and PTE Core (accepted since late 2023). For French, TEF Canada and TCF Canada are accepted. IELTS to CLB Conversion Table (General Training)
The Canadian Language Benchmark (CLB) is Canada's national standard for measuring English language proficiency. Your IELTS General Training band scores in each of the four skills (Listening, Reading, Writing, Speaking) are individually converted to CLB levels. Your lowest CLB level across all four skills determines your overall CLB for the purpose of meeting minimum program requirements, but CRS points are calculated based on individual skill scores. Note that the conversion is not uniform across skills. For example, CLB 7 requires 6.0 in all four skills, but CLB 9 requires 8.0 in Listening, 7.0 in Reading, 7.0 in Writing, and 7.0 in Speaking. Listening has the highest threshold at CLB 9+, which means Indian students who score well in Reading and Writing but lower in Listening may find their overall CLB limited by their Listening score. CLB to CRS Points — How Language Scores Impact Your Ranking
In the CRS (Comprehensive Ranking System) used by Express Entry, language ability is the highest-scoring single factor. A candidate without a spouse can earn up to 136 points from first official language scores alone (34 points per skill at CLB 10+). With a spouse, the maximum is 128 points (32 per skill). The CRS also awards up to 24 points for a second official language (French), which is why learning French can boost your CRS further.

The difference between CLB 7 and CLB 9 is 56 CRS points (without spouse) — that single improvement can be the difference between receiving an Invitation to Apply (ITA) and waiting in the pool indefinitely. Recent Express Entry draw cutoffs have ranged from 470 to 530+ CRS points. For a 30-year-old with a Master's degree and 3 years of work experience, improving from CLB 7 to CLB 9 could push their CRS from roughly 450 to 506 — well above most draw cutoffs.

FSWP (Federal Skilled Worker) IELTS Requirements
The Federal Skilled Worker Program requires a minimum CLB 7 in all four skills, which translates to IELTS GT scores of L: 6.0, R: 6.0, W: 6.0, S: 6.0. This is the minimum to enter the Express Entry pool — you will not receive an ITA at this level unless your CRS is boosted by other strong factors (high education, extensive work experience, Canadian job offer, provincial nomination). In practice, competitive FSWP applicants score CLB 8–9 (IELTS 7.0–8.0 per skill) to maximize their CRS and receive ITAs within a few months of entering the pool.
CEC (Canadian Experience Class) IELTS Requirements
CEC applicants who worked in NOC TEER 0 or 1 (managerial or professional) occupations need CLB 7 (L: 6.0, R: 6.0, W: 6.0, S: 6.0). Those who worked in NOC TEER 2 or 3 (technical or intermediate) occupations need only CLB 5 (L: 5.0, R: 4.0, W: 5.0, S: 5.0). CEC is popular among Indian students who complete a Canadian college or university program, gain 1+ years of Canadian work experience through PGWP, and then apply for PR. Since CEC applicants benefit from Canadian work experience points in CRS, a CLB 7 or 8 combined with 1–2 years of Canadian work experience can produce a highly competitive CRS score.
PGWP New Language Requirements 2024–2026
In a significant policy change, Canada introduced language requirements for Post-Graduation Work Permits (PGWP) effective November 1, 2024. Previously, PGWP applicants did not need to prove language proficiency. Now, graduates from university (bachelor's, master's, doctoral) programs need CLB 7 (IELTS L: 6.0, R: 6.0, W: 6.0, S: 6.0), and graduates from college programs need CLB 5 (IELTS L: 5.0, R: 4.0, W: 5.0, S: 5.0). Both IELTS Academic and General Training scores are accepted for PGWP purposes. This change affects every Indian student currently studying in Canada or planning to study there.

PNP IELTS Requirements by Province
Provincial Nominee Programs (PNPs) have their own language requirements, which may be higher or lower than federal minimums. Most PNP streams aligned with Express Entry require at least CLB 7, but some base (non-Express Entry) PNP streams accept CLB 4–5. For example, Ontario's Human Capital Priorities stream requires CLB 7 for NOC TEER 0–1, British Columbia's Tech stream requires CLB 7, and Alberta's Opportunity Stream requires CLB 5. A provincial nomination adds 600 CRS points to your Express Entry profile, virtually guaranteeing an ITA, so even candidates with CLB 7 can get PR through PNP nomination. Check specific province requirements on the respective provincial immigration websites.
Canadian Citizenship Language Requirements
After obtaining PR and living in Canada for at least 3 out of 5 years, you can apply for Canadian citizenship. The language requirement for citizenship is CLB 4 in Speaking and Listening only (IELTS L: 4.5, S: 4.0). Reading and Writing are not assessed for citizenship purposes. This is significantly lower than PR requirements. Most PR holders who lived in Canada for 3+ years will comfortably meet this threshold without additional preparation. However, you must provide a valid language test result taken within the last 2 years.
