Top 50 USA Universities: Band 4.5-5.0

Universities ranked 21-50 in the US typically require old TOEFL scores of 90-100, equivalent to Band 4.5-5.0 on the new scale. These include excellent institutions like Ohio State University, University of Florida, Penn State, UC Davis, Purdue, and Boston University. State Universities: Band 4.0-4.5

Public state universities — which offer excellent education at lower tuition — typically require old TOEFL scores of 80-90, equivalent to Band 4.0-4.5. These include Arizona State University (ASU), Iowa State, SUNY system, University of Alabama, University of South Florida, and many more. State universities offer several advantages beyond lower tuition: they typically have larger international student populations (ASU alone has 15,000+ international students), more generous assistantship and scholarship opportunities, stronger industry connections in their regions, and diverse programme offerings. Many state universities also have more flexible language requirements — some accept conditional admission with TOEFL Band 3.5 if you enrol in their English language programme first. This can be an excellent option for students whose English is improving but not yet at the direct admission threshold. Community Colleges: Band 3.0-3.5

Community colleges offer an affordable pathway to US education, with typical TOEFL requirements of old 60-70, equivalent to Band 3.0-3.5. You complete 2 years at a community college then transfer to a 4-year university for your bachelor's degree. Popular community colleges include Santa Monica College (transfer pathway to UCLA), De Anza College (Silicon Valley), and Bergen Community College.

MS/Engineering Programme Requirements

Most MS programmes in STEM fields (Computer Science, Data Science, Engineering) at top-50 universities require Band 4.5-5.0 (old 90-100). Some engineering programmes have slightly lower requirements (Band 4.0) because the coursework is more quantitative than verbal. However, competitive programmes at Stanford, MIT, and CMU expect Band 5.0+.

An often-overlooked factor for MS students: if you are seeking a Teaching Assistantship (TA), many universities have a separate, higher TOEFL Speaking minimum. For example, Purdue requires overall Band 4.5 for admission but Band 5.0 in Speaking for TA eligibility. Since TA positions often cover tuition and provide a stipend, your Speaking score directly affects your financial package. Similarly, Research Assistantship (RA) positions may require strong Writing scores for grant applications and academic publishing.
