The F1 visa application itself does not require an IELTS score — that requirement comes from your US university. The university issues your I-20 form only after they accept your IELTS or TOEFL score. The US visa officer at the consulate may casually assess your English during the interview, but there is no formal IELTS minimum for the F1.
