Canada PGWP Changes 2026: Field of Study, Language, Public-Private Partnership Rules — Updated for Indian Students

IRCC introduced three major Canada PGWP reforms in November 2024affecting Indian students: (1) Field of Study restriction for bachelor and college diploma graduates from non-DLI-managed programmes, (2) Language requirement minimum CLB 7 (English) / NCLC 7 (French) for university graduates and CLB 5 for college graduates, (3) Public-private partnership programmes no longer PGWP-eligible. Master's graduates from 16+ month programmes at public DLI universities are largely exempt.

Canada PGWP November 2024 Reforms
IRCC introduced three major Canada PGWP reforms in November 2024: Field of Study restriction, language requirement CLB 7, and public-private partnership exclusion. The reforms reduce PGWP eligibility for bachelor / college diploma graduates by approximately 30% while leaving master's graduates largely untouched. The changes are part of Canada's broader 2024 immigration realignment targeting labour-market alignment.
Field of Study Restriction
The PGWP Field of Study restriction (effective 1 November 2024) applies ONLY to non-degree credentials — college diploma and certificate graduates. Bachelor's, master's, and PhD graduates from any public DLI are EXEMPT — they remain eligible for the PGWP regardless of field of study (subject to language and other rules). Indian degree students at UofT, McGill, UBC, Waterloo are unaffected by the field restriction. Language Requirement CLB 7
From November 1, 2024, IRCC requires PGWP applicants to demonstrate language proficiency at: CLB 7 (English) / NCLC 7 (French) for university graduates (bachelor, master, PhD) — equivalent to IELTS Academic 6.0 in all four bands; CLB 5 for college diploma graduates — equivalent to IELTS Academic 5.0. The test result must be valid (not older than 2 years at time of PGWP application). Accepted tests: IELTS Academic, IELTS General Training, CELPIP General, PTE Core, TEF Canada, TCF Canada.
Public-Private Partnership Exclusion
Effective May 15, 2024, students enrolling in public-private partnership college programmes (where private colleges contract with public colleges to deliver curriculum) are no longer eligible for PGWP. Affected programmes: many Ontario and BC private colleges that previously partnered with public colleges for international student recruitment. Indian students enrolled BEFORE May 15, 2024 retain PGWP eligibility. New enrollees in these programmes do NOT qualify. EEC steers Indian students to public DLI programmes only.

Master's Graduates Largely Exempt
Master's graduates from programmes of at least 8 months in duration at a public DLI Canadian university remain eligible for the full 3-year PGWP regardless of programme length (the program just has to qualify as a master's, not 16 months long), per the IRCC rule introduced in Feb 2024. Master's graduates need only meet the language requirement (CLB/NCLC 7). The Field of Study restriction does NOT apply to bachelor's, master's, or PhD graduates. This is a major advantage of choosing MS over a college diploma route for Indian students targeting PR. Qualifying Fields of Study
IRCC's PGWP Field of Study list applies to college diploma/certificate graduates only (bachelor / master / PhD graduates are exempt from the field restriction). The list groups eligible CIP codes under: (1) STEM (engineering, computer science, data science, mathematics, physics), (2) Healthcare and social services (nurses, paramedics, social workers, lab technologists), (3) Skilled trades (electricians, plumbers, welders, carpenters, automotive), (4) Transport (truck/coach technicians, logistics, aviation maintenance), (5) Agriculture and agri-food, (6) Education (early-childhood educators). The list was updated in July 2025 (added back 178 fields that were removed in June 2025 — net +119 fields versus the original Nov 2024 list) and is FROZEN for 2026. Impact on Express Entry CRS
Master's graduates: Express Entry CRS impact is neutral — full 3-year PGWP retained, Canadian education +30 CRS, language CLB 7 already standard requirement. Bachelor / college graduates from restricted fields: lose PGWP eligibility → cannot gain Canadian skilled work experience → cannot qualify for Canadian Experience Class (CEC) → significantly disadvantaged in Express Entry. EEC strongly recommends master's route for Indian PR aspirants from 2024 onwards.
180-Day Application Deadline
You must apply for PGWP within 180 days (6 months) after receiving final course confirmation from your DLI. If you submit before the 180-day deadline, you can stay in Canada while the PGWP is processed. If you miss the 180-day window, you must leave Canada and apply from abroad. PGWP processing time: 80–140 days typically. EEC tracks PGWP deadlines for enrolled students and submits applications on day 1 of eligibility.
PGWP Refusal Appeal Options
No formal appeal exists for PGWP refusal. If refused, you can: (1) Submit a new PGWP application correcting the refusal reason (if you still meet eligibility), (2) Apply for restoration of status if you are out of valid permit, (3) Request a Federal Court judicial review of the refusal (legally complex, requires immigration lawyer).
