Canada student visa process — if you are an Indian student planning to study in Canada in 2026, the rules have changed more in the last 18 months than in the previous decade. The Canada student visa process (officially called the "study permit") now involves a Provincial Attestation Letter (PAL), a GIC of CAD $22,895, stricter document requirements, and an entirely new processing timeline after the discontinuation of the Student Direct Stream (SDS) on November 8, 2024. The study permit cap for 2026 is set at 408,000 — down 7% from 2025 — making each application more competitive than ever. But here is the reality: Indian students who understand the new process and prepare meticulously still have an excellent approval rate. In this comprehensive 2026 guide, EEC — with 27+ years of experience and 50,000+ students placed — walks you through every step of the Canada student visa process: from the DLI acceptance letter to the study permit stamp in your passport. Whether you are applying for a master's programme, a college diploma, or a bachelor's degree after 12th, every Indian student must follow this updated process.

Study Permit Overview — What Changed for Indian Students in 2026

The Canada study permit is not a "visa" in the traditional sense — it is an authorisation document issued by Immigration, Refugees and Citizenship Canada (IRCC) that allows you to study at a Designated Learning Institution (DLI). The actual visa (travel document) is the Temporary Resident Visa (TRV), which is issued alongside the study permit. For Indian students in 2026, the study permit landscape has undergone seismic shifts:

SDS Stream

DISCONTINUED as of November 8, 2024. All applications now go through regular processing.

Processing Time

8-12 weeks through the regular stream (previously 20-45 days under SDS).

Study Permit Cap

408,000 for 2026 — down from 437,000 in 2025 (7% reduction).

PAL Requirement

Provincial Attestation Letter required for most programmes. Master’s and doctoral at public DLIs are exempt since January 1, 2026.

GIC Amount

CAD $22,895 — deposited in a Canadian bank as proof of living expenses.

Off-Campus Work

24 hours per week during academic sessions (previously unlimited under temporary policy, now capped).

Spouse Open Work Permit

ONLY for spouses of master’s (16+ months), doctoral, or professional programme students since January 2025.

These changes represent Canada's effort to control international student volumes while maintaining quality. For Indian students, the practical impact is twofold: applications take longer and require more documentation, but the approval rate for well-prepared applicants remains strong. The key is thoroughness — incomplete applications are the number one cause of rejections and delays under the new regular processing stream. EEC has adapted its entire Canada visa process to these 2026 rules, and our students benefit from meticulous document preparation that anticipates every IRCC requirement.

The Canada study permit process has changed dramatically. EEC's visa specialists have processed hundreds of applications under the new rules. Free assessment of your eligibility — no charges until visa approval.

SDS Discontinued — What It Means for Indian Students

The Student Direct Stream (SDS) was a fast-track study permit processing stream available to Indian students (and nationals of 13 other countries) that promised 20-45 day processing times. On November 8, 2024, IRCC permanently discontinued SDS. This is one of the most significant policy changes affecting Indian students in recent years. Here is what changed and what it means for your 2026 application:

← Swipe left to see more columns →

SDS vs Regular Stream — What Changed for Indian Students
FactorUnder SDS (Before Nov 2024)Regular Stream (2026)
Processing Time20-45 days8-12 weeks
GIC Required?Yes — mandatoryYes — strongly recommended (supports application)
Language Score Required?IELTS 6.0 each band minimumNo minimum specified by IRCC (DLI sets own requirement)
Medical ExamUpfront (before application)Upfront recommended (or after request by IRCC)
Tuition PaymentFull 1st year paid upfrontProof of payment or financial capacity
Approval Rate (Indian Students)~85-90%~75-80% (estimate based on 2025 H2 data)
Application ComplexityStreamlined — fewer documentsFull documentation — SOP, financials, academic justification all scrutinised

The loss of SDS means Indian students must now plan 3-4 months in advance instead of 1-2 months. If you are targeting the September 2026 intake, your study permit application should be submitted by late May or early June at the latest. For the January 2026 intake, applications needed to be in by September-October 2025. The extended processing time also means that any request for additional documents from IRCC can push your timeline beyond the course start date — which is why submitting a flawless, complete application the first time is critical.

Warning

Do NOT assume the old SDS timelines still apply. Many agents and websites still reference "20-day processing" for Canada study permits. This is outdated and incorrect. All Indian student applications are now processed through the regular stream at 8-12 weeks. Plan your application timeline accordingly. If you applied under SDS before November 2024, your application was processed under the old rules, but any new applications in 2026 follow the regular stream exclusively. Contact EEC for an accurate timeline based on your specific intake.

Pro Tip

Even though SDS is discontinued, the habits it required — GIC purchase, upfront medical exam, full tuition payment — still strengthen your application under the regular stream. IRCC officers view these as strong indicators of genuine intent and financial preparedness. EEC recommends all Indian students complete their GIC, medical, and tuition payment before submitting, just as they would have under SDS. This proactive approach can reduce processing time and improve approval chances.

Step-by-Step Canada Study Permit Process for 2026

The Canada student visa process follows a structured sequence. Indian students who follow each step correctly — and submit every document in the required format — have strong approval odds. Here is the complete step-by-step process for 2026:

1

Get Acceptance from a DLI

Apply to a Designated Learning Institution (DLI) and receive a Letter of Acceptance (LOA). Ensure the DLI is on IRCC’s official DLI list and the programme is PGWP-eligible if PR is your goal. EEC handles applications to 200+ partner DLIs across all provinces.

2

Obtain Provincial Attestation Letter (PAL)

Your DLI or province issues a PAL confirming your study permit application counts within the provincial allocation. Master’s and doctoral students at public DLIs are exempt since January 1, 2026. Processing varies by province — Ontario and BC can take 2-4 weeks.

3

Purchase GIC (CAD $22,895)

Open a GIC account with a Canadian financial institution (CIBC, Scotiabank, SBI Canada, ICICI Bank Canada). Deposit CAD $22,895, which is released to you in monthly installments after arrival. This proves you can cover first-year living expenses.

4

Pay First-Year Tuition

Pay your first-year tuition fee (or a substantial deposit as required by your DLI). Keep the payment receipt — it is a mandatory supporting document. Some DLIs accept partial payment with the balance due before arrival.

5

Complete Medical Examination

Get your medical exam done by an IRCC-approved panel physician in India. Available in major cities: Mumbai, Delhi, Ahmedabad, Chennai, Bangalore, Kolkata, Hyderabad, Pune, Chandigarh. Results are uploaded directly to IRCC’s system.

6

Prepare All Documents

Gather passport, LOA, PAL, GIC receipt, tuition receipt, medical receipt, transcripts, English test scores, SOP, financial statements, police clearance, and photographs. See the full documents checklist below.

7

Apply Online via IRCC Portal

Create an IRCC online account, fill in the study permit application (IMM 1294), upload all documents, and pay the application fee (CAD $150 + CAD $85 biometrics). Double-check every field — errors cause delays.

8

Submit Biometrics at VFS/VAC

Book an appointment at your nearest Visa Application Centre (VAC) operated by VFS Global. Submit fingerprints and photograph. Centres in Mumbai, Delhi, Ahmedabad, Bangalore, Chennai, Kolkata, Hyderabad, Chandigarh, Pune, Kochi, Jaipur, Lucknow.

9

Await Decision (8-12 Weeks)

IRCC processes your application through the regular stream. During this period, IRCC may request additional documents (Procedural Fairness Letter). Respond promptly — typically within 30 days. If approved, submit your passport for visa stamping.

10

Receive Study Permit & Travel

Once approved, you receive a Port of Entry (POE) Letter of Introduction. Your actual study permit is issued at the Canadian airport upon arrival. Carry all original documents, LOA, GIC receipt, and POE letter when travelling.

The entire Canada student visa process — from receiving your LOA to landing in Canada — takes approximately 4-6 months when accounting for PAL processing, GIC setup, medical exams, and IRCC processing time. Indian students targeting the September 2026 intake should ideally begin their DLI applications by January-February and have their study permit application submitted by May-June. EEC manages every step — from DLI selection to airport briefing — ensuring no deadline is missed and no document is incomplete.

Provincial Attestation Letter (PAL) — The New Gatekeeping Document

The Provincial Attestation Letter (PAL) is the most significant new requirement in the Canada student visa process. Introduced alongside the study permit cap in January 2024, the PAL is a letter from the province where your DLI is located, confirming that your study permit application counts within that province's allocated share of the national cap. Without a valid PAL, your study permit application will be returned unprocessed by IRCC.

Who Needs a PAL in 2026?

The PAL is typically issued by the provincial government or the DLI itself (depending on the province). Processing times vary: Ontario PALs take 2-4 weeks, BC takes 1-3 weeks, Alberta is 1-2 weeks. Indian students applying to smaller provinces like Saskatchewan, Manitoba, or Nova Scotia often receive PALs faster due to lower application volumes. The critical point is that PAL supply is limited — once a province exhausts its allocation, no more PALs are issued for that intake cycle. This makes early application essential for Indian students in 2026.

Pro Tip

Apply to multiple DLIs across different provinces. If your primary province runs out of PAL allocation, having an acceptance from a DLI in another province can save your intake. EEC tracks PAL availability across all provinces in real-time and advises Indian students on optimal application strategies to avoid being locked out. Ask EEC for current PAL status in your target provinces.

GIC Requirement — CAD $22,895 for 2026

The Guaranteed Investment Certificate (GIC) is a deposit of CAD $22,895 (approximately ₹15.3 lakh at current exchange rates) in a Canadian bank. This money proves to IRCC that you can cover your living expenses for the first year in Canada. After arrival, the GIC amount is released to you in monthly installments (typically CAD $1,700-1,900/month), essentially serving as your living allowance. Here are the key details Indian students need to know:

← Swipe left to see more columns →

GIC Details for Canada Study Permit — 2026
GIC DetailInformationNotes for Indian Students

Transfer MethodWire transfer from Indian bank (LRS route)Under RBI’s Liberalised Remittance Scheme — CAD limit applies
Tax Implications (India)TCS 5% above ₹7 lakh per FYTCS is adjustable against income tax — not an extra cost

The GIC amount increased from CAD $10,000 in 2023 to CAD $22,895 in 2024 — a significant jump that caught many Indian families off guard. Despite being a large upfront cost, the GIC is not an expense — it is your own money that comes back to you in monthly installments throughout the year. Think of it as a forced savings plan that doubles as visa documentation. For Indian students worried about the total cost of studying in Canada, the GIC should be viewed separately from tuition fees — it is a refundable deposit, not a payment. Students using an education loan for Canada can include GIC in their loan amount, and many banks offer specific GIC-inclusive loan packages.

Good News

SBI Canada and ICICI Bank Canada make GIC setup easy for Indian students. Both banks offer online GIC account opening from India, with processing in 3-5 business days. SBI Canada is particularly popular because Indian students can initiate the transfer from their existing SBI India account, reducing paperwork. EEC provides step-by-step GIC setup guidance and helps coordinate with partner banks to ensure zero delays.

Documents Checklist for Canada Study Permit in 2026

The regular processing stream scrutinises every document more thoroughly than SDS ever did. IRCC officers review your application holistically — financials, academic background, Statement of Purpose (SOP), and ties to India. Warning

Your Statement of Purpose (SOP) is more critical than ever. Under the regular processing stream, IRCC officers carefully evaluate your SOP for "genuineness" — they assess whether your course choice makes academic and career sense given your background, and whether you intend to return to India after studies (or pursue legitimate immigration pathways). Generic, template SOPs are a red flag. Your SOP must explain: (1) why this specific DLI and programme, (2) how it connects to your previous education, (3) your career plan after graduation, and (4) your ties to India. EEC drafts customised SOPs for every Indian student, tailored to their unique academic profile and chosen programme.

Study Permit Cap — 408,000 for 2026

In January 2024, Canada introduced a cap on study permits — the first time in the country's history that international student numbers were explicitly limited. For 2026, the cap is set at 408,000 study permits, reduced from 437,000 in 2025 (a 7% decrease). Of these 408,000, approximately 180,000 require Provincial Attestation Letters (PAL), with the remainder allocated to exempt categories (master's, doctoral, K-12, and permit renewals).

← Swipe left to see more columns →

Canada Study Permit Cap History — 2023 to 2026
YearStudy Permit CapChangeNotes
2023No cap (unlimited)N/ARecord 1.04 million study permit holders in Canada
2024360,000 (initial)First cap introducedMid-year adjustments for PAL allocation
2025437,000+21% from 2024Post-adjustment with higher provincial allocations
2026408,000-7% from 2025Master’s/doctoral exempt from cap since Jan 1, 2026

The cap's impact on Indian students is significant: India has historically been the largest source country for Canadian study permits, accounting for approximately 35-40% of all international students. With the cap reducing overall numbers, provincial allocations become the bottleneck — Ontario and BC absorb the largest shares, but these provinces also receive the most applications from Indian students, creating intense competition. Indian students applying to colleges in smaller provinces may face less competition for PAL allocation but should verify that the programme is PGWP-eligible and the province has an active PNP for PR pathways.

Pro Tip

Master's and doctoral programmes bypass the cap entirely. Since January 1, 2026, master's and doctoral students at public DLIs are exempt from both the study permit cap and the PAL requirement. This makes master's programmes the safest route for Indian students who want guaranteed study permit processing without worrying about provincial allocations running out. If you are choosing between a diploma and a master's, the cap exemption is a powerful argument for the latter. Scholarships can help bridge the cost gap.

EEC tracks PAL availability, study permit cap utilisation, and IRCC processing trends in real-time across all provinces. Our 2026 Canada visa success rate reflects this data-driven approach.

Spouse & Dependent Rules — Updated for 2026

One of the most impactful changes for Indian students in 2026 is the restriction on spousal open work permits. Prior to January 2025, the spouse of virtually any international student in Canada could obtain an open work permit (OWP) — allowing them to work full-time for any employer. This was a major financial and lifestyle advantage for Indian families. The new rules, effective since January 21, 2025, are far more restrictive:

← Swipe left to see more columns →

Spouse Open Work Permit Eligibility — Updated Rules Since January 2025
Student CategorySpouse OWP Eligible?Details
Master’s programme (16+ months)YESSpouse eligible for open work permit for programme duration
Doctoral programme (PhD)YESSpouse eligible for open work permit for programme duration
Professional programme (medicine, law, nursing, engineering)YESSelect regulated professional programmes only
Bachelor’s degreeNOSpousal OWP discontinued for bachelor’s students
College diploma (2-year or 3-year)NOSpousal OWP discontinued for diploma students
Certificate programme (1-year)NOSpousal OWP discontinued for certificate students
Private college studentsNONever eligible — regardless of programme level

For Indian families who relied on spousal income to help cover Canadian living expenses, this is a significant change. If your spouse's ability to work in Canada is a priority, you must enrol in a master's programme of 16+ months or a doctoral programme. Some Indian students are opting for 2-year master's programmes specifically to qualify for both spousal OWP and a 3-year PGWP — a strategic choice that EEC counsellors frequently recommend. For students with academic backlogs who may not qualify for master's programmes immediately, alternative pathways exist but require careful planning.

Dependent Children Rules

Dependent children (under 22, unmarried) of international students can still accompany the primary student to Canada regardless of the student's programme level. Children can attend Canadian schools (free public schooling in most provinces) and do not require a separate study permit for primary or secondary education. However, the additional financial burden must be reflected in your study permit application — IRCC expects proof of funds beyond the standard GIC requirement.

“EEC guided us through every change — the PAL requirement, the new GIC amount, the spouse work permit rules. My wife and I applied for a 16-month master's programme at the University of Windsor specifically because EEC told us it would qualify for both spousal OWP and a 3-year PGWP. We landed in Canada in September 2025 and both of us are now working. Their strategic planning saved our family financially.”

— Deepak & Nidhi R., MSc Management, University of Windsor — Spouse OWP approved through EEC guidance

Warning

Spouse work permit rules are strictly enforced. Indian students who were already in Canada with spousal OWPs under the old rules are not affected — existing permits remain valid until expiry. However, new applications from January 21, 2025 onward follow the updated criteria. If your spouse is already in Canada on a visitor visa, they CANNOT convert to a work permit unless you meet the new eligibility criteria. Misrepresentation on immigration applications (claiming spouse eligibility when not qualified) can result in a 5-year ban from Canada. Verify your eligibility with EEC before applying.

The Canada student visa process in 2026 rewards preparation over assumptions. Every change — SDS discontinuation, PAL requirements, the study permit cap, and spouse work permit restrictions — makes professional guidance more valuable than ever for Indian students. The students who succeed are those who apply early, submit flawless documentation, choose their province and programme strategically, and understand the downstream implications of every decision (from PGWP eligibility to PR pathway optimization). With EEC's 27-year track record and 50,000+ Indian students placed, you are not just getting visa filing assistance — you are getting a complete immigration strategy from study permit to course selection to permanent residency. Frequently Asked Questions: Canada Student Visa

Steps: (1) Get acceptance from a DLI, (2) Obtain Provincial Attestation Letter (PAL) unless exempt, (3) Purchase GIC of CAD $22,895, (4) Pay first year tuition or show proof, (5) Get medical exam, (6) Apply online via IRCC portal, (7) Submit biometrics, (8) Wait for decision (8-12 weeks). SDS was discontinued November 2024.
A Provincial Attestation Letter (PAL) is a document from the province where your DLI is located, confirming your study permit application counts toward the provincial allocation. Most undergraduate and diploma students need it. Exempt: master’s and doctoral students at public DLIs, primary/secondary students, and existing permit extensions at same DLI.
No. The Student Direct Stream (SDS) was discontinued on November 8, 2024. All study permit applications from India now go through the regular processing stream. Processing time: 8-12 weeks. Having a GIC, medical exam, and complete documents still strengthens your application.
The GIC amount is CAD $22,895 (approximately ₹13.8L at current rates). This amount is deposited in a Canadian bank (CIBC, Scotiabank, SBI Canada, ICICI Bank) and released monthly during your stay. It proves your ability to cover living expenses for the first year.
Required: valid passport, DLI acceptance letter, PAL (unless exempt), GIC receipt, proof of tuition payment, English test scores, academic transcripts, SOP, medical exam results, police clearance certificate, passport photos, biometrics receipt, and financial statements. If applicable: marriage certificate for dependents.
Current processing time from India: 8-12 weeks through the regular stream. Previously, SDS processed in 20-45 days, but this is no longer available. Apply at least 3-4 months before your course start date. Submit a complete application to avoid delays from additional document requests.
Canada caps study permits at 408,000 for 2026 (down 7% from 2025). Of these, 180,000 require PAL. Provinces allocate their PAL quotas, so availability varies. Master’s and doctoral students at public DLIs are exempt from the cap. Apply early to secure a PAL within your province’s allocation.
Since January 21, 2025, spousal open work permits are only available if you are enrolled in: (1) a master’s programme of 16+ months, (2) a doctoral programme, or (3) select professional programmes (medicine, law, nursing, engineering). Spouses of diploma/bachelor’s students are no longer eligible for open work permits.
Yes. Common rejection reasons: insufficient financial proof, weak SOP, previous visa refusals, missing PAL, programme not aligned with academic background (genuineness concern), incomplete documents, or provincial allocation exceeded. Indian student rejection rates have increased since the study permit cap was introduced.
EEC provides end-to-end study permit support: DLI selection, PAL tracking, GIC setup at partner banks, SOP drafting, document preparation, online application filing, biometrics scheduling, and refusal review. With the cap and PAL complexity, expert guidance is more critical than ever. Free consultation.
