Indian students with 12th-grade board results (CBSE, ICSE, State Board) typically need Studienkolleg before entering a German Bachelor's programme. Yes, German A1 is required at most German consulates in India — Delhi, Mumbai, Bangalore, Chennai, and Kolkata. Even for English-taught programs, most consulates expect at least A1. A Goethe-Zertifikat A1 from Goethe-Institut is the most widely accepted certificate.
