On 25 June 2026, the Ontario Immigrant Nominee Program (OINP) launched three pathways under its Workforce Priority Stream — a TEER 0–3 pathway for higher-skilled workers, a TEER 4–5 pathway for lower-skilled workers, and a dedicated Self-Employed Physicians pathway. What Ontario Announced on 25 June 2026
Ontario is Canada's largest immigration destination, and the OINP is the province's tool for nominating workers it needs for permanent residence. A provincial nomination is powerful: it adds 600 points to your Express Entry Comprehensive Ranking System (CRS) score, which effectively guarantees an invitation to apply for PR in a later federal draw.
The three new pathways all sit within the Workforce Priority Stream. They became effective on 25 June 2026 (announced 26 June 2026). The OINP has said the Expression of Interest (EOI)system for these pathways is anticipated to reopen "later in the summer" of 2026 — no exact date has been confirmed yet. That gap is your window to prepare documents and hit the language and experience thresholds before the draws begin.

Pathway 1: TEER 0–3 (Higher-Skilled Occupations)
The TEER 0–3 pathway targets occupations that typically require post-secondary education or training. TEER (Training, Education, Experience and Responsibilities) is the classification the National Occupational Classification (NOC) uses — TEER 0 covers management roles, and TEER 1–3 cover professional and skilled technical jobs.
To qualify you generally need: a full-time, permanent job offer in a TEER 0–3 occupation; language ability of CLB 6 or CLB 5 (depending on the occupation) — or recent Ontario graduate status; and either a licence in a regulated profession or the minimum education plus a minimum of 2 years cumulative full-time-equivalent work experience within the past 5 years.

Pathway 2: TEER 4–5 (Lower-Skilled Occupations)
The TEER 4–5 pathway is genuinely new territory — it opens a provincial PR route to occupations that usually require only secondary school and/or weeks of on-the-job training. These are roles that keep Ontario's economy running but have historically had few direct PR options.
Core requirements are: a full-time, permanent job offer in a TEER 4–5 occupation paying at least the median wage; at least 9 months of cumulative work experience within the past 2 years in the same job with the same employer; a secondary-school diploma or equivalent; and CLB 4 in all four language abilities (listening, reading, writing, speaking).

Pathway 3: Self-Employed Physicians
The third pathway is a targeted response to Ontario's doctor shortage. It is for physicians who are licensed and in good standing in Ontario, who hold a valid certificate of registration as an independent, academic, or provisional practitioner, and who are eligible to bill through the Ontario Health Insurance Plan (OHIP).
For internationally trained doctors who have already navigated Ontario's licensing process, this pathway removes the need for a conventional employer job offer and provides a direct provincial nomination route to permanent residence.
