Ontario OINP 2026 Overview

The Ontario Immigrant Nominee Program (OINP) nominates skilled workers and international graduates for Canadian permanent residency. Federal Express Entry candidates nominated by OINP receive +600 CRS points — far above any draw cut-off. OINP has 9 streams; the top 4 for Indian students are Master's Graduate, PhD Graduate, Foreign Worker, and Employer Job Offer streams. Indian master's graduates from UofT, Waterloo, McMaster, Western and Queens qualify under the Master's Graduate stream within 2 years of graduation.

Master's Graduate Stream — No Job Offer

Ontario Master's Graduate stream is the most popular OINP pathway for Indian students — no job offer required. Eligibility: master's degree from a recognised Ontario university (UofT, Waterloo, McMaster, Western, Queens, York, Carleton, Ottawa, Toronto Metropolitan, Guelph, Laurier, Brock, Trent), minimum 1 year of study in Ontario, CLB 7 in English (IELTS GT 6.0 in all bands), CAD $20,000+ savings, intention to settle in Ontario. Apply within 2 years of graduation. Nomination plus +600 CRS triggers an Express Entry ITA in the next general draw. Total PR timeline: 8–14 months post-application.

PhD Graduate Stream

Ontario PhD Graduate stream is for international PhD graduates from recognised Ontario universities. Eligibility: PhD degree (must have completed 2+ years of study in Ontario), no job offer required, CLB 7 English, CAD $20,000+ savings, intention to settle in Ontario. Apply within 2 years of graduation. Same +600 CRS boost. Higher priority processing than the Master's Graduate stream during high-volume periods. Indian PhD graduates have nearly guaranteed Ontario PR via this stream.

Foreign Worker + Employer Job Offer Streams

OINP Foreign Worker streams cover skilled workers already in Ontario with job offers: Employer Job Offer Foreign Worker (permanent Ontario job at NOC TEER 0/1/2/3 with salary at or above median Ontario wage), Employer Job Offer International Student (Ontario college / university graduates with a permanent Ontario job offer in NOC TEER 0/1/2/3), Employer Job Offer In-Demand Skills (NOC TEER 4/5 occupations on Ontario's in-demand list), and Express Entry Human Capital Priorities Stream (IRCC notifies Express Entry profiles with Ontario job + 400+ CRS).

How the +600 CRS Boost Works

OINP nomination gives +600 CRS points to your Express Entry profile — practical effect: almost guaranteed Invitation to Apply in the next general draw. Recent Express Entry cut-offs without nomination: 524–547 CRS. With +600 from OINP, your effective CRS jumps to 1,000+ — far above the 690+ PNP cut-off threshold. ITA typically arrives in the next IRCC draw (every 2 weeks). Then submit full PR application within 60 days; processing time 6 months.
